Notice to Players

1. General Rules Statement

Play is governed by the USGA Rules of Golf and by Local Rules and information where applicable. Any changes or additions to this information pertaining specifically to the course being played will be supplied on a supplemental Rules sheet. Unless otherwise provided, penalty for breach of a Local Rule is two strokes in stroke play and loss of hole in match play. DISREGARD ANY LOCAL RULES PRINTED ON THE COURSE SCORECARD.

Caddies/Golf Cart/Pull Cart Except when permitted by the JGAA Rules Committee, players are prohibited from using caddies and golf carts. Pull carts are allowed, depending upon the host golf course approval.
Doubt as to Procedure Rule 3-3. In stroke play, if a competitor is doubtful of his rights or the correct procedure during the play of a hole, he may, without penalty, play a second ball. After the doubtful situation has arisen and before proceeding, he must announce to his marker or a fellow-competitor that he is invoking Rule 3-3 and which ball he wishes to count if the Rules permit. The competitior must report the facts to the Committee before returning his scorecard. If he fails to do so, he is disqualified.
Embedded Ball Appendix I. Anywhere "through the green," a ball embedded in it's own pitch-mark in the ground, other than sand, may be lifted without penalty, cleaned and dropped as near as possible to where it lay but not nearer the hole. The ball when dropped must first strike a part of the course through the green.
Etiquette

Proper attire, etiquette, care of the course, conduct and strict adherence to the Rules of Golf will be expected at all times. Littering, foul language and club throwing will result in disqualification.

Golf Balls It is a condition of the competition that players must use a brand of ball on the current List of Conforming Golf Balls. Penalty for breach of this condition is a maximum penalty of four strokes per round in stroke play and two holes in match play. If it is obvious that the ball does not meet the prescribed specifications, the penalty for breach of Rule 5-1 is disqualification. The one ball rule is NOT in effect.
Ground Under Repair Rule 25. (1) Areas defined by white lines. (2) French drains, which are exposed trenches filled with rocks or stones. (3) Active fire ant beds or mounds.
Large Rock Drainage

Rule 24-2.  Large rock surface drain lanes are considered immovable obstructions.

Late to Tee Rule 6-3a provides: it is a condition of the tournament that if the player arrives at his starting point, ready to play, within five minutes after his starting time, in the absence of circumstances which warrant waiver on the penalty of disqualification, as provided in Rule 33-7, the penalty for failure to start on time is two strokes at the the first hole in stroke play and loss of first hole in match play instead of disqualification.
Out of Bounds Rule 27. Defined by inside edge of white stakes and /or property fence posts at ground level. When defined by a white line, the line itself is out of bounds. If a ball crosses the street curbings of public roads that have been defined as out of bounds, white stakes or lines, or property fences and comes to rest on another part of the golf course, it is out of bounds.
Pace of Play

Each group must maintain its position on the course with respect to the group in front of them. A competitor is subject to penalty if he unduly delays play. Rule 6-7 (Note 2) is in effect.

OUT OF POSITION: The first group is out of position if at any time during the round, the group completes play on a hole (replaces the flagstick) later than the time scheduled in the time chart.  Following groups are out of position if (A) they have taken longer than the allotted time to play AND (B) are more than 14 minutes behind the preceding group.

Timing of a group out of position will be handled by a member to the Rules Committee.  Although the Rules Committee wil not inform groups when they are being monitored, they will inform them of their status any time they are asked.  If timing of individual players is necessary, a player is allowed 45 seconds to complete their shot. Players will not be notified when they are being timed.

PACE OF PLAY CHECKPOINTS & PENALTIES:  Actual time will be verified upon the completion of holes 9 & 18. When a group is out of position upon completion of its first 9 holes, each player in the group will be assesed a ONE-STROKE PENALTY and expected to regain its position on the course.

 

If a group has already incurred a one-stroke penalty at their first checkpoint and subsequently passes their second checkpoint out of position, each contestant in the group will be assessed an additional TWO-STROKE PENALTY.  If a group passes their first checkpoint without receiving a penalty and subsequently passes their second checkpoint out of position, each contestant in the group will be assessed a ONE-STROKE PENALTY. 

 

Penalty strokes apply to the checkpoint hole.

Playoffs

Rule 33-6 (Appendix I) A sudden death playoff will be used to determine the 1st place winner.  If there are more than two players tied for first, the playoff will be used to determine all other positions involved.  All other ties will be decided by the USGA recommended method as indicated in  Appendix I (scorecard playoff).

Practice Between Holes

Appendix I. Between the play of two holes, a player shall not play any practice strokes on or near the putting green of the hole last played.

Roads and Paths

Relief without penalty is granted for concrete/asphalt cart paths only. Curbing, railroad ties and large rocks immediately adjacent to the path are considered part of the obstruction.

Staked Trees

Rule 24. Attached guy wires, stakes and /or wrappings are considered immovable obstructions. Relief will be granted from lie of ball, stance and/or area of intended swing. Relief from the tree itself will not be granted.

Stones in Bunkers

Stones in bunkers are movable obstructions. (Appendix I. Rule 24-1)

Suspension of Play

Dangerous Situation 

Rule 6-8b When play is suspended, players who are between the play of two holes or are in the process of playing a hole, must immediately discontinue play and must not thereafter resume play until the JGAA Rules Committee has ordered the resumption of play. All Practice facilities are deemed to be closed and will remain closed until the Committee has declared them open for use. Penalty for breach of this rule is disqualification.

Undue Delay

Rule 6-7 A player shall be subject to penalty if he unduly delays play. PACE OF PLAY WILL BE ENFORCED. 

Water/Lateral Water Hazards

Rule 26.  Water Hazards are defined by yellow stakes and/or lines. Lateral Water Hazards are defined by red stakes and/or lines.  When both stakes and lines are present, the stakes identify and the lines define the margin of the hazard. Immovable obstructions within Water Hazards and Lateral Water Hazards are considered an integral part of the course.
